Can Visa-Free Travelers Visit Tibet?
Visa-free travelers entering China do not need a separate visa for Tibet, but they must obtain a Tibet Travel Permit. Independent travel to Tibet is not allowed, and to enter Tibet, one must obtain the Tibet Travel Permit from the Tibet Tourism Bureau (TTB). This TTB can be obtained only with the join an organized tour or travel arrangement approved by the local authorities.
If you are planning to visit Lhasa, Tibet Everest Base Camp, or Kailash Mansarovar, then you need to first find the agency that processes the Tibet Permit for you and make travel arrangements.

How to Obtain a China Visa: Step By Step Guide
Step 1: Fill the detailed information online via portal of China Online Visa Application (COVA) by creating an account.
Step 2: Your application will be checked and it takes a few days for this review process.
Step 3: Once the application is approved you need to visit physically to the Embassy for the biometrics and passport drop.

China closes its government office on the main events like Spring Festival (Chinese New Year), National Day (Golden Week), Labor Day (Golden Week). So if you are planning to visit during this time make sure to apply at least 1 month in advance.
